Dam safety surveillance, explained

A short note for dam owners and implementing agents: classification, approved professional persons, and the surveillance record SANS 10108 and the Dam Safety Regulations expect.

The legal frame

Dam safety in South Africa is governed by the National Water Act and the Dam Safety Regulations (GN R.139 of 2012). SANS 10108 is the practice standard most owners are measured against. Classification, an approved professional person where required, and on-time DSE submissions are the spine of the file.

What a surveillance dashboard is for

A dashboard does not replace the APP or the DSE. It keeps the register, the dates, and the hazard class in one place so a missed submission is visible before it is a directive. GEC's public demo uses simulated and public-register data. It is not the national system of record.

The national registry is on the order of 5,710 dams. That figure is the size of the problem, not the size of a GEC appointment.
